Position Overview:

 

The role provides expert guidance on safety systems and processes, reducing the likelihood of incidents and ensuring legal compliance. By doing so, the role supports the company’s goal of safe, reliable operations and contributes to HSE objectives of risk reduction, operational integrity, and sustainability. This includes but is not limited to supporting Hazard and Effects Management Process (HEMP studies such as HAZID, HAZOP, the development of Safety Critical Element Reports, ALARP reports, QRA updates, Bow-Tie analysis, all Consequence and Frequency and Risk Analysis work and Company Risk Acceptance criteria, Cumulative Risk Assessments, and Performance Standards).

 

 

Key Responsibilities: 

 

  1. Provide expert guidance through advice on technical safety standards, regulations, and best practices across projects and operations in PETROS.
  2. Develop Safety Strategies & Procedures and create and maintain technical safety guidelines and standards.
  3. Collaborate with engineering, operations, and HSE teams to integrate safety into all phases of projects including supporting Incident Investigation by participating in root cause analysis and recommending corrective actions for technical safety-related incidents.
  4. Provide compliance assurance by ensuring adherence to local and international safety regulations and company policies through Safety Design Review and evaluating engineering designs for compliance with safety requirements and recommend improvements.
  5. Carry out Risk Assessment & Hazard Analysis by facilitating Hazard Identification (HAZID), Hazard and Operability Stud (HAZOP), Safety Integrity Level (SIL), and other safety studies to identify and mitigate risks.
  6. Support process safety related initiatives at corporate level:
    • Develop high level HFE guidelines.
    • Update HSEMS on process safety management related documents.
    • Report on Process Safety Performance to the HSE steering committee.
    • Perform Safety Critical Equipment (SCE) Hardware Barrier Assessment.
    • Develop corporate process safety management framework including any process safety KPIs.
    • Support processes and documentation as required for the HSE aspects of permitting and prepare/approve technical Query as part of MoC/design/engineering documentation.
    • Facilitate the smooth incorporation of design and safety review findings into the ongoing design with minimal disruption and cost impact.
  1. Provide Technical Safety input and support of any safety equipment and loss prevention work including specific areas of development projects such as:
    • Participate in process hazard analyses as necessary in matters pertaining to fire protection.
    • Develop / review/update design basis for safety and fire protection philosophies, Specification. PIDs, calculation for firefighting system.
    • Review any loss prevention related documents including firewater design, deluge, sprinkler system and hydraulic calculations.
    • Assist with procurement activities for safety and fire protection systems and equipment with requests for quotations, bid evaluations, bid evaluations, requisitions, vendor data review, equipment inspections and field checkout.
  1. Develop yearly audit plan, organise and conduct audits on Process safety management related areas including Human Error Probability (HEP) process, Operation procedures, Management Of Change (MoC) procedures and documentation including review of action tracking register and verify that audit action are closed adequately.
  2. Identify opportunities for improving safety systems and processes through audits and lessons learned, promoting a strong safety culture through delivery of technical safety training. 

 

 

 

Qualifications & Experience:

 

  • Bachelor’s or Master’s degree in Engineering (Chemical, Mechanical, Process, or Safety Engineering) or a related technical discipline. Master’s degree in Safety Engineering, Risk Management, or Process Safety is an added advantage.
  • Minimum 15 years of experience in technical safety or process safety roles within oil & gas, petrochemical, or heavy industry.
  • Strong knowledge of international standards (API, IEC, OSHA, ISO).
  • Excellent skills in managing time, setting priorities, planning, communication and organizing along with the ability to positively influence improved Health and Safety outcomes.
  • Proven track record in the preparation of technical documentation to a high standard, especially Safety Cases and Safety Management Systems & strong background in oil and gas facility process safety hazards analysis, process safety design and process safety related codes and standards.
  • Proven track record in facilitation of Safety Review (HAZID. HAZOD, Bow-Tie, SIL/LOPA, etc).
  • Good understanding of Technical Safety related software (e.g. DNV PHAST, SAFETI, Bow-Tie XP or equivalent).
  • Strong interpersonal skills and the ability to build strong relationships internally as well as externally.

 

 

Required Training & Certifications:

 

  • NEBOSH International Diploma or equivalent in Occupational Health and Safety.
  • TÜV Functional Safety Engineer (for SIL/LOPA expertise) is desirable.
  • Certified Process Safety Professional (CCPS) or similar.
  • ISO 45001 Lead Auditor (Occupational Health & Safety Management Systems).
  • Hazard Analysis Certifications (HAZOP Leader, HAZID, LOPA) as well as Emergency Response & Fire Safety Certifications (NFPA or equivalent).
