Position Overview:

 

The role is responsible to supervise and drive full cycle of tender process and post award contract management for the Capital Project’s requirement in the most efficient and cost-effective manner whilst ensuring compliance with established policies, procedures and regulatory requirements, practice of good governance and integrity. This role is also responsible for timely delivery of projects tender packages and proactively supervises the execution of contract i.e., starting from FEED execution, EPC tendering process and award, project execution until work completion and close-out. 

 

 

Key Responsibilities: 

 

  • Direct the formulation and execution of robust contracting and sourcing strategies in close consultation with the Project team.
  • Oversee comprehensive market analyses, presenting critical data on target pricing and evaluation criteria to the Tender Committee to secure executive process approvals.
  • Govern the drafting of complex contractual and commercial terms to best protect the Company's interests in major capital project environments.
  • Oversee the management of the full tendering lifecycle, including the issuance of ITBs, technical/commercial clarifications, advanced negotiation strategies, and final contract execution in compliance with PETROS procedures.
  • Provide high-level oversight of system integrations, including the creation of Outline Agreements (OA) and Purchase Orders in SAP.
  • Institute rigorous contractor performance review frameworks to monitor execution efficiency across FEED, EPC, and project close-out phases, driving interventions where deficiencies are identified.
  • Lead the resolution of complex contractual disputes (e.g., delays, extensions, variations, and liquidated damages), serving as the escalation point for the project team.
  • Govern the management of Approved Contract Value (ACV), controlling changes, variation orders, and amendments to prevent budget overruns.
  • Ensure comprehensive administrative and financial compliance, from verifying the submission of performance guarantees and insurances to overseeing invoice reconciliation and formal contract close-outs.

 

 

Qualifications & Experience:

 

  • Bachelor’s degree in Law, Engineering, Business, Finance, Economics, or a related field. Professional certification by accredited bodies or a fellowship in the Society/Institute of Arbitration/Construction Law is highly advantageous. 
  • Minimum of 12 years of progressive leadership experience in tendering and contract management within the power and oil & gas environments, with a proven track record in major capital projects. 
  • Extensive, authoritative knowledge of commercial frameworks, legal and insurance regimes, arbitration, construction law, and claims mediation. 
  • Demonstrated managerial capability to structure and negotiate complex technical contracts across the full EPC project lifecycle.
