Position Overview:
This role is accountable for driving governance excellence across PETROS’ supply chain activities. The role establishes, implements, and maintains governance frameworks, policies, and processes to ensure compliance with regulatory requirements and PETROS’ internal standards. It safeguards transparency, ethical conduct, and strong internal controls across all procurement and contracting activities. As the gatekeeper for procurement integrity, the role oversees risk management, performance assurance, and audit readiness, ensuring continuous improvement and robust governance across the Company’s business operations.
Key Responsibilities:
- Develop, implement, and maintain PETROS supply chain governance frameworks, policies, guidelines, SOPs, templates, and decision‑making authorities (Limits of Authority (LoA).
- Lead periodic reviews to ensure governance standards remain current, robust, and compliant. Maintain and update the Supply Chain Procedures (SCP) in a timely manner to accurately reflect the latest supply chain processes.
- Monitor and enforce compliance with PETROS procurement governance including sourcing strategies, tender governance, evaluation integrity, and contract award processes.
- Conduct independent governance checks for strategic procurements (high value, high risk, sole source).
- Ensure all procurement activities uphold PETROS’ ethics, Anti-Bribery and Corruption compliance, and conflict‑of‑interest protocols.
- Maintain compliance dashboards and report deviations with recommended corrective actions.
- Develop governance performance scorecards and Dashboard with KPIs and compliance indicators (cycle times, audit scores, adherence to processes, local content compliance).
- Prepare governance reports for Management and Board‑level oversight where required, as well as maintain and update supply chain risk registers.
- Assess procurement and contracting risks, propose mitigation plans, and evaluate controls maturity.
- Act as governing focal point for internal audit, external audit, PETROS Assurance, and JV partner audits on supply chain processes, as well as coordinate audit responses, evidence, and ensure timely closure of findings.
- Identify systemic issues, recommend process improvements, and drive maturity uplift in governance and controls.
- Drive and integrate Supply Chain annual procurement planning (APP). Monitor and report the progress and performance of the APP periodically.
- Support Supply Chain Strategy and Planning activities by providing governance insights into procurement planning, contracting strategies, and supply chain performance by ensuring strategic plans and sourcing roadmaps are aligned with governance requirements, risk controls, and compliance expectations.
- Oversee governance across the end‑to‑end Tender Management process, ensuring integrity, transparency, and compliance for all sourcing activities, including tender issuance, evaluation, clarification, and award recommendation.
- Serve as the governance focal point for the Tender Committee, ensuring submissions meet PETROS’ governance requirements, approval thresholds, documentation standards, and decision‑making protocols.
- Monitor and govern the effective use of Supply Chain digital tools and systems (e‑tendering, contract management, supplier portals & SAP) to ensure accurate data, process efficiency, and adherence to prescribed workflows.
Qualifications & Experience:
- Bachelor’s degree in Supply Chain Management, Business Administration, Legal or a related field.
- Minimum 10 years of experience in Supply Chain Management, Group Procurement or Business Operations. Experience in the oil and gas industry will be an added advantage.
- Strong knowledge in upstream/midstream/downstream procurement procedures and regulations.
- Deep understanding of contracting strategy, tender governance, and evaluation integrity.
- Proficiency with systems (SAP/Ariba) and e‑tendering platforms, and has solid knowledge and proven track records of governance and compliance practices and procedures, sourcing/contract, and relevant regulations and best practices in oil and gas environment.
- Experience in vendor audits will be an added advantage.
