Position Overview:
The role is responsible for providing strategic finance business and commercial support across PETROS' regulatory and strategic business initiatives. The incumbent will support Sarawak Onshore regulatory activities, cost recovery governance, strategic investments and joint venture management while ensuring sound financial governance, compliance and value creation. The role also serves as the key finance focal to Sarawak Resource Management (SRM) and other business stakeholders.
Key Responsibilities:
- Provide finance business support for PETROS' regulatory role in Sarawak Onshore activities, including review of Work Programme & Budget (WPB), Annual Budget, cost recovery submissions and other financial matters under the Onshore Production Contract.
- Review operators' financial submissions and provide recommendations to management.
- Develop, implement and continuously enhance Standard Operating Procedures (SOPs) relating to cost claims, entitlement computations, financial reporting and other regulatory processes.
- Liaise with operators, government agencies and internal stakeholders to ensure effective financial governance and compliance.
- Support SRM by providing financial insights and commercial recommendations to support strategic decision-making.
- Prepare financial models, scenario analysis, project valuation and sensitivity analysis for business proposals and investment decisions.
- Evaluate project economics and financial viability for upstream developments, Carbon Capture, Utilisation and Storage (CCUS) projects and other strategic initiatives.
- Monitor financial performance of projects and recommend opportunities to improve value creation.
- Participate in the assessment of mergers & acquisitions, investment opportunities and strategic business initiatives.
- Perform commercial and financial due diligence, investment evaluation and business case analysis.
- Develop long-term financial projections and support strategic planning exercises.
- Develop and maintain cost recovery audit frameworks to ensure operators' expenditure claims comply with contractual obligations and applicable accounting standards.
- Review cost recovery submissions and coordinate audit activities with internal and external stakeholders.
- Support financial governance of Joint Venture (JV) arrangements where PETROS participates as regulator, non-operating interest holder or partner.
- Review JV budgets, cash calls, financial statements and performance reports where applicable.
- Support the review, implementation and continuous enhancement of financial policies, procedures and internal controls.
- Ensure compliance with applicable accounting standards, governance requirements, company policies and regulatory obligations.
Qualifications & Experience:
- Bachelor's Degree in Accounting, Finance, Economics or a related discipline.
- Professional accounting qualification such as CPA, ACCA, ICAEW, CA, CIMA or equivalent is preferred.
- Minimum 10 years of relevant working experience in finance, business planning, or upstream oil & gas finance.
