Position Overview:

This role is responsible to support PETROS in building credible, constructive and well-governed relationships with government stakeholders. The role monitors government priorities and policy developments, translates their implications for the business, and coordinates engagement across PETROS so that interactions with ministries, agencies, elected representatives and other public-sector stakeholders are timely, consistent and aligned with corporate objectives.

 

The role combines stakeholder relationship management, government intelligence, policy analysis, briefing preparation and issue coordination. It works closely with business and project teams, Strategic Communications, Regulatory & Permitting, Legal, Strategy and other functions. Formal ownership of licence, permit and approval applications remains with the relevant business owner and Regulatory & Permitting function.

 

 

Key Responsibilities:

  • Develop and maintain government stakeholder maps, profiles, engagement histories and relationship plans for assigned stakeholders at federal, state, divisional and local levels, ensuring that priorities, interests, influence, relationship objectives and engagement approaches are clearly defined and regularly updated.
  • Build and sustain constructive working relationships with ministries, departments, statutory bodies, local authorities, elected representatives and other relevant public-sector institutions; plan and coordinate meetings, courtesy calls, briefings, site visits and follow-up actions so that PETROS engagements are purposeful, timely and consistent.
  • Monitor government priorities, policies, announcements, legislative developments and stakeholder sentiment relevant to PETROS; verify information, assess potential business and reputational implications, and provide timely, evidence-based insights and recommended actions to management and affected teams.
  • Prepare high-quality executive briefing notes, stakeholder profiles, engagement strategies, talking points, presentations, correspondence and post-engagement reports; consolidate subject-matter input and advise management on government processes, stakeholder expectations, protocol, timing and engagement risks.
  • Partner with business and project teams to identify government stakeholders, engagement requirements, emerging concerns and relationship dependencies early in the project lifecycle, and coordinate cross-functional preparation without assuming the technical accountability of business owners or Regulatory & Permitting.
  • Coordinate the assessment and resolution of government-related concerns, track stakeholder commitments and agreed actions to closure, follow up with accountable owners, and escalate material risks, conflicting commitments, overdue actions or gaps in ownership in a timely manner.
  • Maintain accurate records of engagements, correspondence, stakeholder concerns and outcomes; produce dashboards and reports on relationship health, priority issues and engagement performance; and ensure compliance with PETROS requirements on approvals, confidentiality, records, gifts and hospitality, and anti-bribery and corruption.
  • Represent PETROS professionally at approved government meetings, working groups, industry forums and stakeholder events; contribute to annual Government Relations plans and risk reviews; and continuously improve stakeholder data, templates, engagement processes and institutional knowledge in support of Corporate Affairs priorities.
  • Support management in the coordination of government-related issues, incidents, sensitive stakeholder matters and reputational risks by providing stakeholder intelligence, engagement support and response coordination.

 

 

Qualifications and Experience:

  • Bachelor's degree in public policy, political science, international relations, law, communications, business, economics or another relevant discipline.
  • Minimum 8 years of relevant experience in government relations, public affairs, policy, stakeholder management, government service, a government-linked organisation, regulated industry or a comparable environment.
  • Demonstrated experience engaging senior stakeholders and preparing executive-level briefs, correspondence and meeting materials.
  • Practical understanding of Malaysian government institutions and processes; knowledge of the Sarawak government and stakeholder landscape is strongly preferred.
  • Strong written and spoken English and Bahasa Malaysia. Ability to communicate in relevant Sarawak local languages is an advantage.
