Position Overview:

 

This role serves as the primary conduit between PETROS and regulatory authorities, ensuring compliance with all applicable laws, regulations and standards.  The role involves proactively managing regulatory relationship, advising on policy impacts, stakeholders’ expectations, supporting CSR and business initiatives that align with legal, projects deliverables and corporate social responsibility requirements.  The holder of this position is also key spokesperson to bridge the gap between regulatory bodies and internal departments, ensuring smooth communication and compliance. The goal is to mitigate legal risks, promote transparency and enhance company's reputation through effective compliance and stakeholder engagement.

 

 

Key Responsibilities:

 

  • Recommend and provide regulatory advisory to internal project teams on management interfacing or communication with regulators, local authorities, government agencies, other operating companies/asset owners, NGOs and contractors to achieve timely project delivery.
  • Direct formal and informal negotiations, consultations, and workshops, including managing issues, driving resolutions and ensuring license to operate for business needs by identifying various platforms for communication to enable clear and precise information to the target audience.
  • Manage feedback/inputs to consultants/contractors i.e. land acquisition, construction/installation regulatory requirements
  • Lead, advise and develop stakeholder management plan by identifying key stakeholders, government agencies, NGOs etc. and ensure all legal requirements are adhered to, consolidate engagement plans by various project teams and business units by initiating briefings, organise transparent dialogue to build company's positive reputation and conformance to related laws or regulations.
  • Maintain and build presence at designated project locality, engage to strengthen the company's standing with key government authorities, partners and the public for a win-win objective.
  • Manage on-site communications, issues and liaison for project teams during interfaces with external public to maintain positive image and reputation.
  • Verify information from various projects and gather ground intel to enable correct information are channeled to leadership or project team at the same time identifying outcomes, risks, and agreed actions for informed decision making.
  • Strategise and safeguard the company's interests in various committees including state-level committees overseeing oil and gas operations, collaborations, emergencies, health, safety and security.
  • Evaluate and manage the Project’s Regulatory Compliance Plan and Permitting Register to ensure adherence to project-specific, company, and stakeholder requirements.
  • Provide advisory alerts, compliance tracking and permitting processes to secure necessary permits and prevent non-compliance that could impede project progress or damage the company's reputation.
  • Lead, advise and develop Project’s Regulatory Compliance Plan/Permitting Register in ensuring compliance to project regulatory requirements, company’s policies and other stakeholders’ requirements.
  • Develop and maintain the Project’s Compliance/Permitting Register to obtain permits and achieve full compliance to prevent/avoid penalties by authorities that may sever project progress or the company's reputation.
  • Review and monitor regulatory targets and identify gaps with contractors/partners to ensure project progresses within the key areas / milestones projected for costs optimisation and delivery project efficiency.
  • Lead and facilitate visits from regulatory agencies, including scheduling, logistics, documentation, and ensuring staff preparedness.
  • Plan, strategise and manage meetings as well as act as liaison officer on site, conduct workshops, and other events related to regulatory affairs, including logistics, invitations and materials.

 

 

Qualifications & Experience:

 

  • Bachelor's Degree in Law, Public Relations, Engineering, Communications, Environmental Science, Petroleum Engineering or Business Administration.
  • A Master's degree or professional certifications in Compliance, ESG, or Project Management or advanced certification or training in Regulatory Affairs, Negotiation, Project Management, Corporate Strategy, Stakeholders Management or Corporate Compliance will be an added advantage. 
  • Minimum 10 years of experience in regulatory compliance, government relations and/or corporate affairs. 
  • Proven track record of liaising with government agencies/ regulatory bodies and having extensive experience in oil and gas sector is a plus. 
  • Deep understanding of local, regional and national regulatory frameworks relevant to company's industry.
  • Familiarity with CSR standards, sustainability frameworks and corporate governance codes including related project approvals and permits.
  • Strong knowledge of legal language, policy analysis and compliance documentation.
