Position Overview:
The Oil & Gas Services Manager plays a critical role in translating the Sarawak Oil and Gas Services and Equipment (SOGSE) blueprint into actionable strategies, with an emphasis on creating a holistic, robust ecosystem to support the successful implementation of SOGSE. This position will also be required to assist the Head of Oil & Gas Services Development in ensuring the achievability of SOGSE initiatives and milestones, for the effective development of the oil and gas industry in Sarawak.
Key Responsibilities:
- Designing and managing a comprehensive oil and gas services and equipment ecosystem with an emphasis on building capacity among local service providers and talents by analyzing market information and collaborating with relevant parties such as Supply Chain Management (SCM), Industrial Capability, ministries, financial institutions and vendor associations.
- Manage the implementation of the SOGSE blueprint, ensuring each initiative is implemented effectively through close collaboration with external or internal initiative owners.
- Manage and maintain an effective relationship with the working committee, to ensure the continuous progress of the development of the Blueprint, by coordinating closely with business partners.
- Prepare and present periodic updates to senior leadership on progress of the Blueprint development and eventual implementation of initiatives.
- Work closely with regulatory agencies, relevant Ministries, vendor associations and industry stakeholders to align initiatives with public policies and economic development goals.
- Track and report Key Performance Indicators (KPIs) related to the Blueprint execution and ecosystem expansion, through periodic reporting and continuous engagements with internal and external key stakeholders.
Qualifications and Experience:
- A Bachelor’s degree in Business Administration, Engineering or a related discipline.
- A minimum of 10 years of progressive experience in the oil and gas sector, with at least 3 years in services development, strategy, or procurement/vendor management.
- Strong leadership, stakeholder engagement, and cross-functional collaboration skills.
- Knowledge of public-private partnership frameworks, local content regulations, and national development policies is an added advantage.
