Position Overview
This managerial role is to lead, strategise, and oversee the development, implementation, and governance of clean energy initiatives such as CCUS, hydrogen and carbon management related activities across Sarawak to establish PETROS as a key enabler in the State’s low-carbon transition, ensuring regulatory compliance, commercial viability, and strategic alignment with Sarawak’s decarbonisation goals..
Key Responsibilities
- Develop and implement Sarawak’s CCUS & energy transition strategic roadmap for PETROS and the State’s decarbonisation efforts to position Sarawak as a regional CCUS leader by aligning technical, regulatory, and commercial priorities with national climate goals.
- Lead the planning and execution of integrated low carbon CCUS hubs, storage sites, and infrastructure projects across Sarawak to ensure timely and scalable deployment by coordinating cross-functional teams and managing partnerships with key project stakeholders.
- Establish and oversee governance frameworks, controls, and KPIs for all CCUS activities to ensure regulatory compliance, operational accountability, and execution discipline by institutionalising structured processes and internal review mechanisms.
- Evaluate and provide oversight on the technical and commercial feasibility of CCUS projects across the value chain to support investment decisions and risk mitigation by directing studies, due diligence, and technical reviews.
- Drive regulatory alignment and manage licensing processes for CCUS development in Sarawak to ensure timely approvals and adherence to legal requirements by engaging proactively with state and federal regulators and aligning with internal project timelines.
- Represent PETROS in engagements with ministries, regulators, investors, and international partners on CCUS matters to influence policy, promote collaboration, and safeguard Sarawak’s strategic interests by leading stakeholder dialogues and technical discussions.
- Manage business planning, budgeting, and performance management for the CCUS Management unit to ensure alignment with PETROS’s corporate objectives and long-term sustainability by developing strategic plans, forecasts, and resource requirements.
Qualifications & Experience
- Bachelor’s Degree in Engineering in Chemical, Mechanical, Petroleum, Environmental, or a related engineering field. Master’s Degree in Energy Systems, Business Strategy, or Environmental Policy will be an added advantage.
- Minimum 12 years of work experience in energy, oil & gas, or decarbonisation projects, including at least 5 years in a mid- management or strategic planning role.
- Demonstrated leadership in energy transitory roles, CCUS, emissions management, or large-scale infrastructure projects with regulatory and commercial interfaces.
- Deep understanding of energy transition related matters, CCUS value chain, regulatory frameworks, and project lifecycle.
- Proven ability to integrate technical, commercial, and policy dimensions into actionable strategies.
- Knowledge of Malaysian and Sarawak regulatory institutions and energy transition strategies. Familiarity with MMV, carbon accounting, and cross-border CO₂ management will be an added advantage.
