Position Overview:

 

The Head Internal Audit is responsible for leading and managing the internal audit function to ensure effective risk management, internal controls, and governance across the organisation. This includes developing audit plans, overseeing audit activities, and providing independent reports and recommendations to senior management and the Board. The role also involves managing the internal audit team, tracking follow-up actions, and working closely with external auditors, regulators, and other stakeholders to ensure compliance and support business improvement.

 

Key Responsibilities:

 

  • Establish and maintain internal audit (IA) audit charter, Internal Audit manual, Audit Universe including IA terms of reference and service delivery approach.
  • Develop and maintain an internal audit program that provides for observation, monitoring, testing, and reporting on the status of the company’s adherence to its policies and procedures.
  • Lead and assess annual risk analysis to formulate risk-based audit plan.
  • Develop annual internal audit work plans and operational budgets, including estimates for staff resources, training, travel, and support of audit work.
  • Prepare the annual audit schedule for conducting internal audits across various head office operations and sites, including adequate planning for internal control assessments, development of audit procedures, fieldwork, file review, special assignments, surprise audits, meetings, and report writing.
  • Assess that audit plan sufficiently covers the scope, addresses key risks and considers expectations of senior management and Board.
  • Conduct field work according to work plans with Internal Audit team member(s).
  • Manage, supervise, and review the work of Internal Audit team member(s).
  • Ensure all operational and other risks are continually reviewed in the course of internal audit work to ensure adherence to professional auditing standards.
  • Establish key performance indicators to measure the progress and performance of each initiative against expectations.
  • Provide recommendations to strengthen internal control systems, improve policies and procedures, support the company’s risk management strategy and shape organisations’ business strategies with audit insights related to business.
  • Provide audit reports to senior management and the Board that document audit work conducted and findings.
  • Monitor previous audit recommendations and follow up with the Board on the status of management responses.
  • Coordinate with senior management and track actions and responses to audit reports, and provide quarterly updates to the Board Audit and Risk Committee on the status of audit recommendations and any areas that could be the cause of increasing risk to the company.
  • Submit an annual internal audit report to the Board that outlines the major accomplishments, issues, and challenges of the internal audit team and recommends actions to strengthen audit activity.
  • Plan, recruit, motivate, and manage internal audit team member(s), ensuring the efficiency and adequacy of internal audit skills. 
  • Develop and implement a plan for professional and career development of internal audit team member(s).
  • Conduct performance appraisal evaluation(s) for internal audit staff member(s), including setting performance objectives and regular monitoring.
  • Coordinate with internal and external stakeholders including joint venture partners.
  • Coordinate with external auditors, and regulatory bodies. 
  • Communicate with government entities (e.g. Jabatan Audit Negara, Tax Department, Labour Ministry, etc.) and other private entities, as needed.

  

Qualifications & Experience:

 

  • Bachelor’s degree in Accounting, Finance, Economics or related fields.
  • At least 15 years of auditing experience with minimum of 4 years in a middle management/supervisory position, preferably in oil and gas industry.
  • Extensive audit experience (at least 3 years) with a reputable auditing firm or oil & gas company.
  • A member of Chartered Accountant/Certified Internal Auditor.
  • Strong knowledge of internal control structures and familiarity with risk assessment methodologies and audit management software.
  • Good understanding of laws, rules, and regulations, as well as auditing standards and procedures.
  • Strong interpersonal skills, with the ability to build relationships and collaborate effectively and communicate confidently with Senior Management and Board.
  • Integrity and ethical mindset, with a strong sense of accountability and professionalism.
