Position Overview 

The Head, Industrial Capability leads the strategic portfolio focused on building long-term workforce and ecosystem capability in support of PETROS’s growth agenda and Sarawak’s industrial development ambitions. This role will be instrumental in shaping capability pipelines across technical talent development, scholarship and education partnerships, industry collaboration, and operations readiness. It is a leadership position with significant visibility and impact across the organisation.

 

 

Key Responsibilities 

  • Lead the development and execution of PETROS’s industrial capability strategy, ensuring alignment with business growth priorities, operational readiness, and Sarawak’s long-term industrial development agenda.
  • Build and strengthen strategic partnerships with industry players, government agencies, universities, and TVET institutions to develop sustainable technical and professional talent pipelines.
  • Drive technical workforce development programmes for critical skill pools, including engineers, technicians, operators, and other specialist roles required across the energy value chain.
  • Lead operations readiness capability initiatives to ensure workforce preparedness ahead of new project commissioning, asset start-up, and business expansion milestones.
  • Develop and oversee ecosystem capability-building initiatives, including graduate pipelines, industry attachments, OJT programmes, and workforce acceleration pathways.
  • Establish governance, KPIs, and reporting mechanisms to track industrial capability outcomes, workforce pipeline strength, and programme effectiveness for senior leadership review.

 

 

Qualifications & Experience 

  • Bachelor’s degree in Human Capital, Engineering, Business, Public Policy, Education, or a related field.
  • Preferably 10 years of leadership experience in talent strategy, industrial capability, workforce development, or ecosystem partnerships.
  • Strong experience in strategic partnerships, TVET, workforce planning, or capability development.
  • Experience working in energy, infrastructure, industrial, government-linked, or large enterprise environments is highly preferred.
  • Strong stakeholder management skills with ability to engage senior leadership, government agencies, and external partners.
  • Proven track record in leading large-scale strategic initiatives and transformation programmes.
