Position Overview:

 

 

The Discipline Lead Technical Safety will be responsible for providing specialist engineering expertise and leadership in technical safety across PETROS’ capital projects, business workstreams, and asset operations. The role will act as a trusted advisor in process safety management, ensuring compliance with all applicable technical safety legislation, standards, and best practices. Responsibilities include facilitating and overseeing process safety studies and reviews, providing assurance on safety deliverables, and reviewing and endorsing technical safety reports and recommendations. This position is key to safeguarding asset integrity, enhancing operational excellence, and maintaining PETROS’ high HSSE performance standards.

 

 

Key Responsibilities:

 

 

  • Lead and provide expert-level Technical Safety discipline support across the entire project and asset lifecycle, including front-end engineering, detailed design, construction/commissioning, and operational phases.
  • Ensure effective implementation of Asset Integrity and Process Safety Management (AIPSM) by providing assurance on integrity across the Design, Execute, and Operate phases; ensuring compliance with PETROS Management System controls; managing changes and deviations; maintaining asset-critical data and documentation; and verifying the performance of Safety Critical Elements (SCEs) and their respective Performance Standards (PS).
  • Organize and facilitate technical risk assessment studies such as HAZOP, HAZID, HEMP, LOPA, SAFCO, Pre-Startup Safety Review (PSSR), Physical Effects Modelling, and ALARP assessments for both new developments and existing operations.
  • Participate in, and provide coaching for, incident investigations and audits, particularly those relating to process safety events, ensuring robust root cause analysis and effective learning implementation.
  • Support the development, implementation, and continuous improvement of the Technical Safety competency framework within PETROS.
  • Provide coaching, mentoring, and knowledge sharing to strengthen the Technical Safety discipline skill pool and promote best practices across the organisation.
  • Ensure compliance with technical safety legislation, standards, and regulatory requirements, and maintain the integrity of the technical safety management system and associated databases.
  • Maintain familiarity with process safety management elements, HSE Case requirements, plant safeguarding systems, and mitigation strategies to ensure risk is reduced to ALARP.

 

 

Qualifications & Experience:

 

 

  • Bachelor’s degree in Engineering (Chemical, Mechanical, Process, Safety, or related field), with a minimum of 15 years’ professional experience, including at least 5 years in a senior or similar technical safety leadership role, preferably within the oil & gas industry.
  • Proven experience in facilitating and/or reviewing technical safety studies, including HAZID, HAZOP, SIL, QRA, and fire protection assessments.
  • Strong familiarity with Malaysian and international safety regulations and standards (e.g., OSHA, API, NFPA) and their application in oil & gas operations.
  • Proficiency in preparing technical safety deliverables such as Safety Cases, Risk Registers, Bowtie Analyses, and associated documentation.
  • Professional engineering accreditation and/or recognised certification in the Technical Safety discipline will be an added advantage.
  • Completion of formal process safety training (e.g., PSM, HAZOP, QRA, NFPA) and knowledge of relevant technical safety software tools will be highly regarded.
